How do you handle inactive partners/RPers in your plot?

The easiest way to bypass them in my sims is usually via NPC's. We have a number in different departments so there is always SOMEONE from every department/group in the sim that we can write with in order to advance the plot. If it becames a protracted absence then we dispose of their character at the earliest convenience....
