This is TinyMCE, the new WYSIWYG/rich-text editor that will be shipping with Gaia from here on out. (I wanted TinyMCE from day one, tbh, I just didn't realise it was free, I thought it was paid.) It's about on-par with CKEditor, the WYSIWYG that ships with IPS.
